The Ministry of Human Resource Development (MHRD) is running various schemes to boost the educational development of economically backward classes or EWS in the country. The ministry said it is implementing following schemes for the Economically Backward Class students.
1. Central Sector Scheme of Scholarship for College and University Students (CSSS)
Under this scheme, eligible meritorious students with family income of less than Rs 8.0 lakh per annum, can avail scholarship for pursuing higher studies. The amount of scholarship is Rs 10,000 per annum for the first three years and Rs. 20,000 per annum for the fourth and fifth year.
2. Special Scholarship Scheme for Jammu & Kashmir (SSS for J&K)
The scholarship is provided to the eligible students from the State of Jammu & Kashmir with a family income of less than Rs 8 lakh per year to pursue higher studies outside the state. Rs 1.30 lakh to Rs 4.00 lakh per year is provided under this scheme.
3. Central Sector Interest Subsidy Scheme (CSIS)
Full interest subsidy is provided during the moratorium period (course period plus one year), on the educational loan up to Rs 7.5 lakh taken by the students with annual parental income of up to Rs 4.5 lakh. The budgeted estimate for this scheme for the Financial Year is Rs 2150 crore.
4. Fees waiver in IITs:
The government had introduced a fee waiver scheme from the academic year 2016-17 for the socially and economically backward students. It provides tuition fee waiver.
The SC/ST/PH students fee waiver:
The most economically backward students with family income less than Rs.1 lakh per annum get full remission of the fee.
The other economically backward students with family income between Rs.1 lakh and Rs. 5 lakh per annum get remission of 2/3rd of fee.
All students have access to interest-free loan under the Vidyalaxmi scheme for the total portion of the tuition fee payable, the Ministry said.
Under the scheme, interest subvention on education loans for students admitted to undergraduate and the five-year integrated degree programmes is provided.
The government has issued orders providing 10 percent reservation to EWS categories in admission to educational institutions. This reservation for EWS categories would be provided without disturbing the existing entitlements for SC/ST and OBC categories, it said.
(i) Remedial coaching for SC/ST/OBC (Non-Creamy Layer) students and students belonging to minority community
(ii) Coaching for NET/SET for SC/ST/OBC (Non-Creamy Layer) and minority community students
(iii) Government jobs preparation coaching classes for SC/ST/OBC (Non-Creamy Layer) and minority community Students.
The payment for these schemes are processed online through PFMS and scholarship/ interest subsidy is payments are made via Direct Benefit Transfer (DBT).
